I've been working on this extension because YouTube's queue has always annoyed me. Open a new tab or close the browser, and it's gone. Meanwhile, my Watch Later playlist has become so huge that I barely use it.
Streamline gives you a queue that sticks around across tabs. You can hover over a thumbnail to add a video wherever you want in the queue, or throw it into a separate Stash list for later viewing.
Version 1.7 adds multiple separate queues and permanent playlists.
No account needed. It uses Chrome Sync to back up your lists.
