I built PDFQuokka because every "free" PDF tool I used either uploaded my files to a server, slapped on a watermark, or nagged me to sign up.

Being able to reorder pages visually before merging would save a lot of trial and error, especially with longer documents. A simple drag and drop preview pane for the merge tool would make this way more usable.
