Z1 separates the runtime from the cognition. The runtime stays reusable. Domain knowledge lives in customizable silos that evolve independently of the engine. The runtime retrieves the appropriate silo context, deterministic Python verifies proposed actions against it, and authorized actions are cryptographically authenticated before execution. The model reasons. The runtime enforces.
